Queen's IRC Makes Its Mark in School Board Reform
A sweeping Ontario school board reform initiative, shaped and facilitated by the Queen's Industrial Relations Centre (IRC), has been adopted by the Algonquin and Lakeshore Catholic District School Board (ALCDSB).
The initiative, known as Students First – Excellence For All, was undertaken to determine how best to organize the Catholic school system of southeastern Ontario to support optimum student learning and spiritual formation. It generated a series of recommendations that was approved by the ALCDSB trustees on December 8, 2003 . Among other things, it called for: the grouping of schools based on common goals and geography; a commitment to collecting and interpreting data on school improvement and student achievement; a focus on leadership development and peer coaching for principals; greater professional development for teachers; and new committees to focus on long-term planning to boost student learning and formation.
The ambitious reform package was the result of an exhaustive and engaging consultative process designed by Queen's IRC. ALCDSB Director of Education Dr. Gregory Cosgrove approached the Centre early in 2003, attracted by its experience with organization development. “The Centre's expertise in change management process nicely complimented the Board's internal expertise in education reform,” says Brenda Barker, a facilitator at the IRC and principal consultant on the Students First project.
Barker designed the process that brought together students, parents, principals, teachers, parish and other key stakeholders in more than 10 focus groups, using a variety of techniques to tease out a collective vision of “ALCDSB at its best.” The Queen's IRC also spearheaded the research into best practices among schools boards in North America . By the end of the process, one trustee was moved to say, “I have been a trustee for 5 years, and by far this has been the most positive initiative I have been involved in to enhance student learning.”
The School Board and IRC will be discussing their partnership at the annual Council of Directors of Education conference in Toronto on January 22, 2004.
The ALCDSB has a student population of almost 15,000. Its jurisdiction covers 13,578 square kilometres from Seeley's Bay in the east to Trenton in the west to Picton in the south and Whitney near Algonquin Park in the north
Established in 1937, Queen's IRC is a leading provider of practitioner training in the fields of industrial relations and human resource management. The IRC introduced the organization development certificate program in September 2003. The IRC also conducts research in the areas of dispute resolution, teams, and change management, is a major developer of multimedia adult learning simulations, and has a growing online publishing program.
